Your ioreg shows no WiFi hardware on the PCIe bus. That makes it a hardware/bios/or WiFi hardware installation issue.
I have tried the two different pice x1 slots on the motherboard only got one more but this is to close to the gnu to try?
What could be wrong in bios, can't find any choice to set individual pice slots in the bios.
Most BIOS have a place where you can look at the PCI cards that are recognized.
these are the options I have in bios, don't know what to do now.
Just receive a replacement card and still not working?
From where are you purchasing the card from? Where did you obtain OSX, macOS? is it a genuine Apple WIFI/Bluetooth?

The OS X is a from AppStore and as you can see it is advertised as a genuine as Apple WIFI/Bluetooth (Hackintosh) working card.
