I have 2 questions to get to know your Motherboard (I don't own any Asus MoBo and therefore unfamiliar with its BIOS ) and System SSD which you characterized earlier as

  1. Your current BIOS version of Asus Prime Z390-A
  2. Have already applied the Latest Firmware on the Samsung 970 Pro NVMe SSD?

1: most current, 1105

2: Yes, I have.

It’s weird, when it does boot properly, everything works just fine (other than those rare times it freezes like my last post.)

Having said that, it’s like 50/50 that it boots any given time. Very odd.
 
Correction: I have 1201.

1105 was what I started with.

Try changing the config.plist_Boot_Args to just the following only:
-v dart=0 slide=0 [Remove all other flags]

That seems to have done the trick. It's booting consistently, sleeping/waking up is work. The only that stopped working randomly is my iMessage, but there are plenty of forums I can follow for that it looks like.
