I blame intel.
There’s a Dell laptop that uses this same CPU and they have throttling issues too.
People blaming Intel and whatabouting other thin laptops like the XPS for thermal throttling are missing the point. Other laptops do throttle but there's a difference with absurd throttling .

The Dell XPS 15 with i7-8750H clearly blows away the MacBook Pro 15 with i7-8850H. This MacBook performs barely better than a Dell XPS with i5-8300H. So the problem here is that the MacBook provides a very inefficient chassis for a proper cooling solution.
Intel of course is trying to squeeze all the milk it can from the Skylake architecture and 14nm process.
