App Store Log in completion

the only thing i cant get to work is the app store .. i changed all the setting and i can get it to open but when i sign in it says i have review .. i go through the steps and enter cc info and when im at the end to complete first time apple id use a red box pops up and all it says is that i have to contact apple support.. there is no error code or anything... any ideas?

ive updated my specs. it is a spare parts build and the only thing i had to buy was the motherboard used off ebay because i needed to use DDR2 ram.
