Another Mojave Install stops at 'gIOScreenLockState 3'

Your /EFI/CLOVER/drivers64UEFI/ has both apfs.efi and ApfsDriverLoader-64.efi which is wrong as they both do the same job.
Use ApfsDriverLoader-64.efi and delete apfs.efi.

Your /EFI/CLOVER/drivers64UEFI/ has both OsxAptioFix2Drv-64.efi and AptioMemoryFix-64.efi and they do the same job too.
Delete OsxAptioFix2Drv-64.efi.

If you use AptioMemoryFix-64.efi you don't need EmuVariableUefi-64.efi.

Your /EFI/CLOVER/kexts/Other has NullCPUPowerManagement.kext which defeats power management - Delete it.

Don't expect any of this to impact on your graphics problem - Your config.plist is wrong too.
 
Thanks P1lgrim. High Sierra still boots which is good. I'm keen to reduce the customisation to the minimum required. My graphics are working great on DVI and HDMI; only DP isn't working which is fine as I only use two monitors.

What's wrong with my config.plist?

Now to try the upgrade to Mojave again...

Sorry this is so blurry, but this text rather flies by...

Removing NullCPUPowerManagement.kext results in a kernel panic in AppleIntelCPUPowerManagement, thus:


If I replace that kext I get the following which looks much like before.

Interestingly this shows an error coming from UserEventAgent-System. Let me know if you need more width than height in this image and I'll try this configuration again.

This fails in much the same place as before thus:


When it reset at the end of this sequence the monitor on DVI went blank, but the one on HDMI briefly went all white.

When booting High Sierra using these settings the change of serial number caused Parallels to prompt me for my product key and I had to log into iCloud again, but otherwise everything seemed much the same.

Is the issue the loading of the graphics driver perhaps? Is the 'gIOScreenLockState 3' message legitimate and just happens to be the last one before the graphics driver is loaded?

Based on my assumption that the last message on the console was most likely legitimate and that the issue was with the graphics driver, I've added 'debug=0x8' to the boot arguments and then connected the serial port to another machine. At 115200 baud I recorded the following. Looks like my hunch was right, but how to fix it?

You have a lot of connector patches you do not need, removed un-need patches and kext, try this EFI on a USB for testing.
