• Did you try an Upgrade of your existing el Capitan 10.11.4 with macOSSierra 10.12.6 or try a new installation with a USB installer created on that el Capitan System and then wiping out existing hard disk containing the el Capitan?
• If you were trying to Upgrade el Capitan, did you install the latest CLOVER EFI bootloader on that system before trying to upgrade?
• Please try booting the current System in Verbose mode (-v) and upload the boot screen photo shot where it stops.
  • To use Verbose boot, when you reach Clover Boot Manager Screen, press Space bar 1 time and
    
  • Click and place [√] Verbose (-v)
  • Press ENTER
  • Take a Photo of the problem boot screen
  • Click [Upload a File] button just below and to the right of this Message entry box of the Forum
  • Navigate to the folder where you have the image and click to select and upload.

Boot your system in Verbose Mode and post a picture of your screen when it freezes/hangs.
At Clover Boot Screen press space bar and select Verbose (-v)

RX 580 has boot to black screen issue - See Radeon Compatibility Guide - ATI/AMD Graphics Cards

To resolve this make sure Inject AMD is set to disabled/false in your config.plist
Install MultiBeast > Customize > Graphics Configuration > AMD Graphics Fixup AKA WhateverGreen

I have edited and uploaded your screen shot showing the area of my concern . I had seen a similar one and suggested a troubleshoot in a recent post.
