I know 570s are very cheap in the used market on Ebay but I prefer to buy a new card for peace of mind. You'll save just 30-40 dollars, not really know what you're getting and have no warranty when you buy on Ebay.

Here's a comparison of the specs of the $125 RX 570 4GB vs. the new 5500 XT Navi card for $180

You get 256 bit memory and 640 more Stream Processors with the older RX 570. PCI E 4.0 is of no use to those with
Intel based motherboards. You would get a much higher boost clock with the 5500 XT but I'd rather have more stream processors and also save the $55. The older RX 570 will draw slightly more power but it's still a relatively small amount. I would say the the RX 570 is the winner based on the important specs and the cost.
