I have an AMD RX580 and it started off working as expected for about two weeks. Then after a necessary reboot, the performance seems to have dropped by about 40%. Subsequent reboots haven't brought it back. Right now it's performing the same as my old R9 280X for the same tasks (I am using them for OpenCL GPU computing, not to drive graphics).
LuxMark seems to show that it is still using 32 compute units (not limited to 16) and the benchmark looks like it is about the same as when I installed it. I just suspect the clock throttled back for steady state computing and won't boost back up except for short tests like LexMark.

I could use AMDs tool to check and control the fan and clock speeds if I had windows on this machine, but I can't find any sign of a tool like that for macOS.
