I have the same problem now in El Capitan.
The mirroring icon is missing and in the System Preferences -> Displays there is no AppleTV option. But I can stream the audio to the AppleTV by clicking the volume icon with a pressed Alt-key and clicking on the AppleTV.
Did you solved the problem?

Oh I just read about it on the Apple's Page https://support.apple.com/en-us/HT201343 and I think it's a thing about the SMBIOS preferences. I try to put my hacMac to an iMac or something that fits my system and try it again. At the moment it's the MacPro3.1 which is not in the Airplay list ^^

Just to note, you do need a working iGPU to have working AirPlay.

Oh. Good to know. But do you know why it is so important?
And do you have other hints to get Airplay working?
