8700 always running at turbo mode @ idle

Hope someone can help me out with this as well, my Hackintosh runs in turbo mode always cycling with a min freq of 792 MHz to 4.26 Ghz, no user initiated process runs in the background, sometimes in the min freq mostly at the max freq , Please advise.

Mac OS 10.13.4 on i7 8700 @ 3.2 GHz, ROG Strix Z370-E Gaming, 32 GB DDR4 @ 2400, Samsung 960 Evo Nvme, Asus ROG-STRIX-RX560-O4G-GAMING

disabled turbo in UEFI & in clover nogo
