You have an ASUS Z390 Prime board. That should be a pretty compatible board for High Sierra afaik.
I have High Sierra running on a few Coffee Lake systems so I can provide some advice.
Okay first things first, make sure your BIOS settings are up to scratch for Hackintosh ie.:
Above 4G Decoding Enabled, Serial port disabled, VT-d disabled, Secure boot disabled,
CSM disabled, XHCI-handoff enabled, IGPU set to Primary etc.
Next, remove your Nvidia card from your system, and boot up ONLY using the Intel IGPU via the HDMI port.
Try using the following settings in your config.plist Clover boot-args (under Boot):
dart=0
darkwake=0
slide=0
keepsyms=1
debug=0x100
-v
and keep your Graphics section and ig-platform-id empty in Clover Configurator. Make sure there is no value under IntelGfx under the Devices menu ie. 0x12345678 or 0x0 but is blank.
Make sure your Clover is at least v.5120 and SMBIOS is set to iMac 18,3.
Disable SIP (make sure CSRActiveConfig under RT Variables is set to 0x67)
Try these first and let us know. Also please post your EFI folder here as zipped file (can help with troubleshooting).
