10.11.6 to 10.13 upgrade boot loop

I am currently running 10.11.6 ,El Capitan, and trying to run a direct upgrade to 10.13.
The process runs through the initial install screens, restarts and then starts constant reboot
loop. Given the screen output that I was able to capture, it's failing in the AppleIntelCPUPowerMangement,
see attached manual transcription of last 9 lines of screen shot.
Also attached is the debug zip file generated by gen_debug.

Just checked your kexts... they are too old.

I've updated the kext and Drivers64 and tried to do a direct install again, with the same results.
The debug file is attached.

Any ideas on why this is happening? I also tried to install from a created USB following the two rehabman guides, and that freezes at the apple logo with the loading bar empty.

No verbose boot photo attached.
No ioreg either.
Please read FAQ, "Problem Reporting" carefully.

Notes:
- your Clover is too old.
- you didn't run latest download.sh and install_downloads.sh
- drivers64UEFI is not per guide
- you should really read/follow the Probook guide carefully

Thanks, The comment on download.sh and install clicked and I realized that was how
to update the kexts, not with CLOVER.
The no boot photo was my bad,
the missing IOREG, no sure on that gen_debug said is installed a generic IOREG.
The clover version was one of the 45XX versions.

Anyway, I've gotten the install, 10.13.5, to work and the only issues I've seen is the trackpad on the
laptop isn't working and the usb mouse with stop acting normal at various times in a session
forcing a reboot to get things resolved.

I've seen the FAQ on the trackpad, and installed using the file in https://github.com/RehabMan/HP-ProBook-4x30s-DSDT-Patch
so the Voodoo kext is installed, although when I install the daemon executable both trackpad and mouse don't work,
the kext and daemon control file are installed by the install_downloads.sh file.

Beside the FAQ, any other thoughts on what might be causing the mouse issues?

You did not follow the guide (kextcache output proves several kexts installed that are not installed by the guide scripts).
And still ioreg is missing from your PR files.
And... your config.plist is corrupt.
