Whenever I ask it to sleep it turns off screen, the GPU itself doesn´t sleep, and the monitor wakes up again after some seconds.

I was just researching some more, and actually came to the same conclusion/question.
As far as I can tell, the DDR3/DDR4 RAM difference will be negligible, and the 4770K > 7700K CPU upgrade will yield a 5-10% boost at best.
