Bitfenix Recon controller has 3rd party OSX program, Aquaero 5 LT that I use is a setup and forget system that needs to be setup on Windows side. It does work fine from virtual Windows though if you need to make some quick changes to settings without booting to full version of Windows.
Don't know if the test could work differently on OSX but on Windows 7 i5-2500K and i7-3770K systems with 7870 XT's both get almost identical results, 1747 and 1730.

To get 17700 he also has to be running at about 4.6 GHz, not at stock clocks as he says. 4.5 GHz overclock that I use only makes about 17000 with 64 bit version.

Actually two, one for cpu fan header which ramps up according to cpu temperature and one for sys fan headers 1,2 and 3 which are controlled by system temperature.
There is no way to do that in bios, you can just set how how fast voltage starts ramping up from default by choosing Silent, Normal or Manual profile. And same setting also adjusts speeds of Sys_fan 2 & 3 headers.
