    @Leesureone thank you for your response and saving me a few more hours of troubleshooting. After trying that and still no success, I grabbed a Fenvi FV-T919 to place into one of my empty PCI slots.

    SOLVED I stumbled on MacMan's build blog here. At the bottom, he attached the package "Clover_v2.4k_r4920-UEFI-EmuNVR-UB" which when installed fixed the problem completely.
