What I found was my GPU didn't like the VGA cable since I had 2 monitors. I switched to an HDMI and a DVI cable for both monitors and now everything works fine on both El Capitan and Sierra.

Strange. I've tried re-installing osx, re-installing windows, removing the windows drive, resetting bios, updating graphics driver. I have no idea what is causing this.

Oh ok, but do you think thats the causing osx to reboot over and over again?

I don't have windows uefi. Is it because I didn't install it in uefi mode? Is that the cause of the problem? I don't mind going into my boot options and booting windows from there manually.

Yes, it's doing the same thing. I've tried reinstalling windows but no luck as well. This issue did not happen when I had only osx in the computer. Ever since the windows hard drive was installed, this issue has been going on.
