I am totally having this issue, probably starting 10.15.3. It is still happening and perhaps even more frequently on 10.15.5. Used two different webcams, same problem.
Removing USB mapping and SSDT did not seem to change anything.
I set sleep to never through command line but it did not solve the issue. Also changed from Clover SSDT plugin CPU Power Management to HWP and the issue remains.
you could try first to reduce the number of USB devices you connected and move them around on the ports you have

I was having such a big problem installing High Sierra on my Hackintosh. This really solved my issues. I was unable to boot back into the system once I installed Nvidia web drivers.

I found that this is due to EvOReboot.kext
I deleted this and I was able to finish booting.
btw I cannot finish booting the installer made by UniBeast. It stuck at Apple logo and progress bar.
I have the same issue after directly updating from Yosemite. The installer probably finished upgrading (I was away taking a shower) and after I am back it cannot boot with the same error.
Any suggestions?
