    System Restart Issue

Possibly. Clear NVRAM. zip and attach your /EFI. Could be a potential drive problem taking time to be 'recognised'. Are you using spinning disks?

Your OpenCore log is pointless. The boot loader completes.

Xeon E3 1246v3 can't boot into Monterey Recovery to install with opencore

That's not an error, it's a part of every boot sequence. It's the moment when the boot loader completes and hands over to the OS to continue the boot process. There is a section in the Dortania guide troubleshooting section with regard to system halts at this point. Your config.plist is flawed :

Installing from a SATA Drive (i.e. not USB)

Your profile should reflect your actual hardware not some future dream. That's because your integrated graphics come from the processor not the motherboard. https://dortania.github.io/OpenCore-Install-Guide/

Installing from a SATA Drive (i.e. not USB)

A long time ago we used to see system hangs on Bluetooth (even when no Bluetooth was present) and it was a red herring. The error was related to what came next and that was graphics. No idea if this is still a thing but your graphics do appear to be incorrectly configured.

Installing from a SATA Drive (i.e. not USB)

These look to be Bluetooth related to me, if you don't have Bluetooth then it is hard to imagine where they are coming from.

Installing from a SATA Drive (i.e. not USB)

BIOS, you have nothing related in your config.plist. Take another look at the Device Properties for your graphics too. (config.plist before you ask)

Installing from a SATA Drive (i.e. not USB)

If you are getting Bluetooth and wireless related errors disable them while you install the OS.

Things that spring to mind : You should reset NVRAM after a BIOS update. SSDT files may no longer be valid, generate new ones. Boot in verbose mode and post a picture of the screen when it stops.
