Attached is one for 10.15.5, you might need to generate a new serial number. And you'll need change the video card id for your card as I have a Tonga card. Also you have a different CPU, so it may not work for you.

It’s possible That config file I posted for 10.14.6 may not work with latest clover and kexts as it’s quite old. I would use the EFI folders I posted for a matching 10.15 version install instead as there shouldn’t be any version issues.

Here is the latest EFI working in 10.15.2 and 10.15.3. Note that the xcpm kernel patches are no longer needed to enable xcpm, so hopefully this will work in newer versions of macOS as well. All that was needed for my Haswell Xeon E5-1620 V3 was to enable plugintype in clover!
I was able to remove nullcpupowermanagement.kext and turn off kernelPM, KernelXCPM and it's still working with full turbo boost for me after sleep, without any kernel patches. I think the ssdt pm and plugintype are enough for my Haswell Xeon. I've attached my clover EFI.

New patches are needed for 10.15.3, I've attached the kernel if anyone knows how to do it. Opencore is supposed to make the patchers obsolete, but I can't get xcpm even in 10.15.2. I've attached my opencore EFI if you want to try that, although it's likely you'll need to make your own SSDTs.
I’ve been unable to get cpu power management working using opencore 5.5 in 10.15.2 without patches? Works fine using your patches in clover. Is there something specific we need to do to get XCPM in opencore?
Make sure you use the initial config file I posted from Mojave. The one in the EFI folder I uploaded is for Catalina. My bios is the latest version and using default settings
