Thank you Casey, the only anomaly I see in Options is a truncated list of boot arguments.
It does boot to Safe Mode using the Installer USB (built from your page 1 directions, so quite old now)
Quick follow-up, I can boot into safe-mode using the Installer USB (older Clover and FakeSMC etc.)
This worked as-is, no clearing of NVRAM. Just can't get there from my System's EFI (which is quite different)

Your inquiries suggest you want to add additional Thunderbolt ports, not simply daisy chain.
First, understand that a Thunderbolt dock will NOT create additional Thunderbolt ports.
