I had the same problems with my setup. Same GPU, CPU and motherboard. My solution at present is to set the SMBIOS to iMacPro1.1 it solves the rendering problem in FCPX, but unfortunately without the iGPU.

Today I updated from 10.14.4 public beta 3 to 10.14.4 - no problems.
Everything works including renderings in FCPX which was a problem in 10.14.3. Uses latest version of Clover.
WARNING! 10.14.3 can destroy rendering in Final Cut Pro X - rendering freezes the whole machine - maybe the problem is with plugins. So do not upgrade if you are dependent on fcpx. The problem is experienced both on Hackintosh and regular Macs.

Although I have problems in fcpx, render time in compressor looks fine.
30 min video in 1080p 25 -> h264 takes about 7 min. The same for h265 takes approx. 10 min.
It makes sense - Compressor should not use the GPU.
I have the same problem, I have a RX Vega 64 lc in order. Will disabling iGPU solve the problem?
Right now my i9-9900k iGPU is slower in fcpx than my Mac mini from 2012 - also using iGPU.
