Same for me. I've started watching the system logs when I try to screen record, and found this:
gva encoder error branch_encoder1_amd2, input format not supported
This seems to be the issue, but I don't know how to fix that yet.
Providing both bootargs resulted in my GPU going 100% TDP all the time.
Then only providing shikivga=32 resulted in no change at all...

I'm on Mojave.
When watching a 4k video video in Chrome my Vega 64 jumps up to 350W (!!) power usage.
When watching the same video in Safari, the consumption doens't go over 50W.
Any clues on how to fix this?
When recording my screen with QuickTime or any screen recording software, I get a message like that and no video being saved.
This started happening after upgrading from High Sierra to Mojave.

I just did the switch, and it went butter-smooth. No extra configuration + the animations and the whole system is smoother. Did a system upgrade to Mojave from within MacOS... smooth as hell.
When booting my system, it takes about 10 seconds from boot screen until Clover shows me the drive menu... when I install clover on an USB drive, and do the same thing, Clover almost loads instantly. I'm clueless about how to fix that
I'm planning on making the switch from an Nvidia GPU to an AMD GPU on High Sierra - is there anything I'd have to take care of?
Also, would the Mojave system upgrade work out of the box, or is a manual install recommended?
Audio does work... kind of. I installed the Voodoo kext, and mic/speaker works, but I think there's some problem with the gain... the louder I go the more distorted the audio... I still haven't fixed that issue, but I can live with that for now.
I'm using the onboard LAN, but I already order a PCI WiFi card. Onboard Wifi doesn't work... and I think that's a common problem, and I can live with that.
The MB is indeed different...
