I suffer the same problem. I have tried many time and always comes with a validation code for me to call apple. At this point I suspect may be apple has put an IP block on my account. I am going to try again with a different IP address.

Never mind. I was able to drag the downloaded macos high sierra file from desktop to application folder, fired up unibeast and this time it recognized it. It is all good.
