I have a HD8570 (6611) and I tried a R7 240 (6613) both Oland series cards. https://dortania.github.io/GPU-Buyers-Guide/modern-gpus/amd-gpu.html says "FakeID needed" for the R7 240, but I have not had success with either of these boards.
I erase the computer and reloaded High Sierra. The wifi card works fine there. I've tried AirportBrcmFixup-1.1.9 in Mojave but it doesn't fix the problem.
I just got a TP-Link Archer T6E AC1300 PCIe for my small form factor Dell 3020 running Mojave. It works for about a minute after boot up and then stops transmitting any data. It shows as connected under the Airport icon in the menu bar. It just stops transmitting data.

This works on my two i3 Dell Optiplex 3020 SFF's, my i5 7020 SFF, and my i7 9020 MT.
