Yes, Nvidia have let their code signing certificate expire. There may be a permanent solution soon, as people have been talking to Nvidia support; for now, check out this post for a hacky fix.

The stuttering "power management" thing turned out to be the graphics card drivers, and upgrading to High Sierra solved it.

Update: I bought a DisplayPort > DVI adapter, and after a bit of plugging and unplugging, both monitors are working again. Seems like you need to plug in each one individually first or something!
