You should enable iGPU and use Shiki for this. Not sure Vega can wake properly if you disable iGPU. And with it, you would have hw accelerated video in Safari and iTunes.
It seems acceleration works now ok in 10.13.2 beta 0. I had even +10-15% opencl performance boot for my Vega 64.
Still, sleep/wake does not work anymore, and fan spins very fast to keep the GPU cool, and is then quite loud... reverted to 10.13.1.

From my understanding, h264 export acceleration in FCPX is only possible with Intel Quicksync, and not with AMD nor NVidia cards. I really wonder whether your fix and configuration proves otherwise.

Installed a Gigabyte RX 560 gaming OC 2GB on 10.13. It works fine with Lilu & Whatevergreen.
Geekbench opencl at 81000, BruceX at 27sec, no black screen while booting.

Whatevergreen will change the name and might improve the ports support.
You need whatevergreen and lilu kexts to be put in Clover/kext/other, and to remove all ati graphics injection and specific configuration
R9 270x is the same as Radeon 7870, which is a hd7xxx serie
