I looked at the thread https://www.tonymacx86.com/threads/re-enable-subpixel-rendering.261087/ on how to re-enable better font rendering on Mojave, however the fonts still look aliased on GT 640. Putting in RX 460 instantly makes them smoother and anti-aliased. Has anyone else come across this?
Looks like that works with Speed Step enabled! However, here's the output from cat /tmp/AppleIntelInfo.dat. I've manually enabled the multiplier to a max of 39. Does this look right?

This did not work for me on Mojave with i7 3770. CPU got stuck at 800 MHz. I had to remove the SSDT.aml file and disable speed step to get it back to normal frequencies.
Having issues with GTX 660 currently, so I'm wanting to get another GPU. What would be the cheapest GPU that will work with a dual monitor (2560x1440) setup with Mojave? I don't need gaming, just need it to display desktop and be supported in future Mac updates.

I took at look at it more closely again and see what you're saying. So it's expected to install in /Library/Extensions. Is having to copy to EFI volume to get those things working also expected or should the sound/networking work from /Library/Extensions?
