I ended up achieving this using SwitchX. - Connect a display to the card you want disabling - Right click it in SwitchX and disable it - Shutdown - Remove the display cable - Start the hackintosh

I'm seeing the exact same issues as you - i.e. Airdrop, Auto Personal Hotspot work and handoff works from Mac to iPhone but slow and never completes for iPhone to Mac. Did you ever find a solution?
