I had this problem this afternoon with Clover 5119 and Catalina. Tearing my hair out. What finally worked for me was to remove my video card and just use the internal graphics for the setup. Hardware is a GA-Z97X-UD5H. Video is (was) Sapphire RX-580.

Smooze is wonderful. Only a few bucks and the effect is like scrolling on silk. Lots of customizations and the support is also stellar. Just remember that if you rebuild and want to transfer your license you need to email the dev.

This can be confusing. You need to click on "releases" to get the zip file that contains the kext. Or, just follow my links above. Then, download x.x.x.release.zip.
I did some research this evening on a system that was experiencing this problem.
I had been hoping that switching from the Intel graphics to an Nvidia card would solve it, but no go. But it turns out that putting WhateverGreen and Lilu in efi/clover/kexts/other solves the problem for me...
Update on the situation from Extreme Tech. Basically, there's nothing new. They're suggesting that you sign the aforementioned petition:

I have an "AtherosL1cEthernet.kext" that seems to work in my Z77-DS3H with High Sierra if I put it in clover/kexts/other. I'm not sure where I got it, but you can probably look it up. It might have been from an older Multibeast.
Okay, I've been running 387.10.10.10.25.161 for a few days now. Seems fine. The memory goes up to 300-400 MB sometimes, but not into the GB range like I was seeing before.
I just tried the suggestion posted by moonlight16. The script ran, but somehow my EFI was erased and now I can't reboot. In fact, at this moment my system appears to be totally bricked. I can't even get the BIOS. Not sure what happened.

I can confirm that the NVIDIA web driver 387.10.10.10.25.158 caused a similar problem on my system.
