Let me take a look at what I have and I will make a suggestion. I think I have it at AVX: 5 and AVX-512: 3. 2-4 were unstable AVX offsets for me.
EDIT: But, if you had it stable in Mojave, it is probably not related to AVX.
Another thing to look at is your AVX and AVX-512 offsets in BIOS. Depending on how you are overclocking, I have found with the same 7980XE that I had random freezes that were brought on by Apple Music and DaVinci Resolve doing AVX calls.
(Note: your bio contradicts and says: 9980XE)
There are newer versions of Lilu and WG that may help you with compatibility. The ones in your other folder are a few versions old. What is CodecCommader.kext? I don't see anything that seems off to me... In your bios settings, do you have 4G enabled or disabled? Do you have MSR lock...
