I thought there was a 15 port limit on the OS side. Have you removed USB2 functionality from USB-C? Not that I needed it but I just didn't think it was possible to utilise all ports fully. I have quite a few hubs and just trying to ascertain my level of flexibility.

Oh really, I thought that it was only USB2 that had been left off to keep the total number of ports within limit. I thought 3 would still work. In fact I did get it work. I can boot my old mojave partition with it, I just can't get it to work in Ventura.
So I fixed the shutdown/boot bug by deleting the diagnostic report logs.

So I'd saved my BIOS settings, loaded optimized and input as per guide and wasn't having any joy.
I just re-opened my saved settings and went through applying the guide tweaks over the top and hey presto, I fell off my chair. I'm in the installer!!!

Actually I did do that after Feartech pointed me to BIOS. I had updated to F9i and CFG reversed its default. I ran the installer again and got a new verbose output. I traced this to another forum thread and posted a screenshot of it which I'm guessing is a no-no here as the post was taken down...
As suspected and confirmed by your comment above, resetting nvram from OC instead of old method doesn’t help. I think this must have something to do with how i am booting.

So this was moved to drivers right? If selecting inside the picker how can I boot from installer? Should I be launching OC from dedicated separate EFI disk, running nvram from the picker forcing a reboot and then selecting the installer on second launch? Sorry, everything seems to have shifted...
