No, I'm using 17,1 and you only need to drop lilu and whatever green kexts, noting else + You are not suppose to inject ATI either. Try to have you config.plist as clean as possible at first. step by step add necessary changes.

Yes at the moment all Vega cards have that issue in High Sierra. That's why for now I have switched back to my RX480, which it works just fine.

The latest version of High Sierra should work almost perfectly with RX480/580 using lilu and whatever green kexts. May I suggest a clean install?

I don't know for some reason I thought you have either Polaris or RX Vega. anyways, try that file that I shared see if it helps.

Well based on your screenshot it seems you have deleted whole lilu files! which you should've not. in that folder you should have Lilu.kext and WhateverGreen.kext
