Here are some of my findings from today:
1. I can get my drives to be detected, only if I have it plugged in before the cold-boot. Once I have Clover/OC up on the screen, it's a no-go from that point.
2. I switched to this file by CaseySJ (replacing RP21 to RP05 as is in my case)...

I have my TB3 accessory always plugged in so I've not tested HP since 10.15.4 to be very honest. If you could share IOReg screenshots upon hot-plug and cold-boot, we can check this further. I'm still on the older BIOS.
I have never ever used the AppStore to install Xcode. My job requires me to have backup copies of Xcode and installing it across 3-4 systems, so I always download the xip archive.
The reference models work without WEG as their port configs are "natively" supported by the AMDX6000.kext. Other OEM cards, which have different port layouts require WEG. That's my understanding.
Yes. Just update the ACPI path in the respective SSDT file. I'm using the last slot (Slot 6) in my case. I had various issues trying to run it in the x1 slots.
We have the same board. You should be able to use the kext from my repo as a starting point. It's an unmodified Kext from KGP's repo. It has a chart inside the .kext folder with a neat diagram by the author. As Lolo said, you should set 255 for the onboard Bluetooth port and you'll have it...
You do not have the `GC-Titan Ridge USB-C` under PCI. Possibly a BIOS configuration thing. When I'm rebooting my system later in the day, I'll grab screenshots of the Thunderbolt config for you to refer. Sorry, I am unable to do it right now.
Also use the correct USB Mapping kext corresponding to your Motherboard. My EFI folder has the correct one for the X299 Deluxe II board. So since only our GPUs are different, you shouldn't need anything else.
Do you have any Thunderbolt Drivers loaded under System Information?
Sorry for the late response, please check my Repo. I have updated the EFI folder. Specifically the TB3 SSDT and USB mapping kext for my respective board. If your board differs, you can select the correct one from KGP’s repo or make your own. It’s very important.
