Yes. OpenCore resets the computer and then from Bios Failure - Enter to Bios - Boot Override - Now it boots LOL...
I don't overclock so about that area I cannot talk ;)
About the received Bios reset or Safe Mode I don't think they actually mean that the settings get reset but that as you correctly explained when the hard reset happens you get the Bios Failure message and to me that looks like you load...

Yes no problem at all (as far as I know). I have my Radeon in Slot 2 for clear airflow. I edited dogarrenan's SSDT in order to write just Radeon instead of Radeon 5700 XT (I don't remember now which gpu was).
