Since you have such a powerful gaming motherboard coupled with i9 cpu, consider 32 or 64 gb ram.
Find out the driver for your graphics card!
some of the plugins are not compatible with latest os (like autotune and the sort) I too work on 100s of plug ins with different DAWs
Where did you get the driver for AMD 16GB GPU?
Does Sierra get installed on this config?
What Z390 series is best for Sierra or High Sierra according to you. (I want z390 series and i7 9th gen).

Z390 ud Gygabite sucked once and had to give up high sciera installation. Thereafter bit nervous

Too am I having this trouble !! An old system of my friend. Tried all the bios settings mentioned above but still sucks. The machine has been working since 2011 in a smooth way. Now only apple logo after clover menu. No spinning status too beneath the apple logo!

In which drive have you installed Sierra? is it in an HDD or SSD! as far as I saw, installing on old HDD shows trouble like this. The OS get installed but the loader and driver via multi beast fails. I have had this far no such issue, but all these time I tried on fresh new HDDs.
