Check with IORegistry explorer under GFX0 and see if the framebuffer is loaded.

If you have low power consumption, it means that it’s loaded.

okay, i attached an image from ioreg. Is this okay, or can you tell me the exact key which i have to check?

Do you have a ivy bridge processor?

Look into cpu power management, looks like is not implemented corectly.

The GPU injection is good.
 
You're using a 5700 XT according to your profile. That doesn't work with 10.14.5.

I meant 10.15.5 obviously. Sorry for the typo.

Could this affect the fact that Vega 64 doesn't work at best with the SSDT?

Edit. Can I create an SSDT.aml Pike's ssdtPRGen.sh script to correctly implement cpu power management? Thank

If you have an Ivy Bridge CPU (I think you do) you can follow this guide to create an SSDT for proper power management:
CPU SSDT script guide
I have another machine with an i7 3770 and without creating an SSDT, performance was terrible.
After you try that, post to the correct section if you have any more CPU issues.
