I have the same issue several times on my T1650 when i try vannila method or reintall many time, I remove SSD to another PC to format. make usb installer again with difference way- cause 2 times install same method there is no difference . U can try both legacy and UEFI. with me i try legacy. Install success on 10.14.6. However Usb 3.0 not working at this moment.
I think better u change gpu to AMD. cause 1060 not support on mojave?

So I tried few times with GTX1060 on High Sierra, but now I've borrowed RX560 4GB form my friend and after creating bootable usb UEFI one I've added boot args(dart=0 and NV_disable=1), and add drop table for DMAR and everything works fine :D but now im running Mojave
