USB 2.0 not functioning, usb 3.0 is

On initial boot up, usb 2.0 was functional, so I know that's not the problem. Once sierra was installed however, only my single 3.0 port works. I have installed the generic usb kext, and messed with a variety of settings. Frankly, EVERYTHING else is working on it right now, sound, wake from sleep, wifi, etc. Basically, I'm debating purchasing a 5 port usb3 PCI-E card and not worrying about the non functional usb 2. However, I would still like to understand why the usb 2 slots aren't working.

I've searched a number of threads, but I'm not finding my solution.

Replace the /EFI folder on the EFI partition of your system disk with the /EFI folder on the /EFI partition on the USB installer flash drive.

I tried to mount the efi with this command in terminal
sudo mount -t msdos /dev/disk0s1 /Volumes/efi
It said no such directory or volume. I did a diskutil list command prior to that and it pulled up a list with identifier disk0s1

Also, how to I get that efi folder off of the usb stick? Is there a way to mount the usb so I can duplicate files?

I'm very new to this stuff, and frankly I'm ready to dig in, no guts no glory so to speak, but this is all new. I'm surprised to have gotten this thing running as well as I did on the first go. So sorry for the newb questions, I appreciate the time all of you put in answering questions for us!

Use an app such as EFI Mounter v3 to mount the EFI partition of the USB flash drive.
Copy the /EFI folder from the EFI partition of the USB flash drive to the Desktop.
Eject the EFI partition of the USB flash drive.
Mount the EFI partition of the the system disk.
Rename the /EFI folder on the EFI partition of the the system disk (so that you can get back to where you started if need be).
Copy the renamed /EFI folder on the EFI partition of the the system disk to the Desktop.
Drag the renamed /EFI folder on the EFI partition of the the system disk to the Trash - Empty the Trash.
Copy the /EFI folder that you copied to the Desktop from the USB flash drive to the /EFI folder on the EFI partition of the the system disk.
Restart.
