FIXED! It was not an ideal fix however. I created a new apple ID and I was able to purchase it. Hope that helps if anyone out there is having similar issues and isn't bound to their current apple ID.

FIXED! I've since upgraded to High Sierra. My solution at the time was simply re-installing Nvidia web drivers. I don't use that video card any more.
