I have the exact problem.
My first installation failed and I recovered back to Mojave. When I tried second attempt, I get the exact same error message "You must be running macOS Catalina 10.15 or later to install onto this volume". I have been having this for months without finding any solution...

I didn't forget about that. The thing is when I said it does not detect, it really is not detecting anything. As in from the OS point of view the ethernet card doesn't exist.
