Is it possible that with the changes I suggested, it might boot with the iGPU enabled?
Pretty sure FCPX wants to see an iGPU, but you might need to start your own post to take it further.
Also on your graphics tab, you have 0x3E9B0007 under ig-platform-id, which I also needed an entry when I was running High Sierra.
Removing that entry on my system is what finally allowed me to export (in addition to everything else shown in my screenshots).
I also have fairly recent...
You want to see all green in VideoProc, so looks like you need some work.
Please search around before you try this, but I believe you are missing an entry for device-id (please don't blame me if you have issues).
In your case, I am pretty sure it should be 9B3E0000 (you can see my screenshot...
I can export ProRes & h.264, but scrubbing stinks, so maybe we can help each other?

Regarding the timeline scrubbing issue, I haven't fixed it yet. I looked into the FB Patcher...
Yeah, at every little change I made during troubleshooting, I kept checking HW Acceleration with VideoProc, and the results always looked like the one in my screenshot in the original post (everything green/enabled), and still does.
Scrubbing in FCPX is actually quite good, but just felt it...

I will take a look at FB-Patcher, since scrubbing through a complex timeline, although...
I am having issues exporting with Final Cut Pro 10.4.4 & Mojave 10.14.2.
I always get the message: The Share Operation "Master File: Video_Filename.mp4" has failed, just a few seconds after the export starts (screenshot).
I have tried exporting "Computer" aka h.264 to 4K & 1080P, with better...
