Just wanted to post, that I was having this problem when I installed Catalina and my OC which was working in Mojave. The old fix of just clicking Plugin type in Clover and Plugin=1 no longer worked.
Disabling EIST in BIOS totally solves that problem in Catalina! Thank you! My OC now works...
Hmmm, You've inspired me. I may switch to the ImacPro1,1 sys def to see if there's any performance gains in PP or FCP X over the 13,2 def i've been using. My thinking in keeping 13,2 was that I essentially get two GPU's-- one for free. That being the iGpu.

Try FCP X if you haven't, it uses both gpus pretty much to 99% on most things. Premiere, in my tests, does seem to use the GPUs less.

It's a great little hardware monitor. If you open it and it has two GPUs listed, then you know it's working. There's other apps like Videoproc to see if you have hardware acceleration enabled for h.264...
Stay on 13,2. I recently updated my machine (I'll make a longer post later about that) and I found that 13,2 enabled: (1.) natively Hardware Acceleration (intel gpu) -- great for video editing and encoding h264, AND (2) also natively allowed use of quick look/jpeg preview in Finder.

My question is-- Do you think it would be easier to do Mojave and then Catalina or should I try to do a fresh "vanilla" install of Catalina?
