I am using AMD 3900X and Opencore.
There is new kernel patches for Ventura 13.3.
So, after update the patches, upgrade without problems then.
I try to rebuild my EFI using OC Gen-X for testing. And it works fine. You can rebuild a new one and put it in an USB for testing. Nothing to lose, Try try.
It works for my 3900X.
replace the core number in the patches as suggested in that post:

disable SecureBootMode in the OC config.plist
According to the above post:
Note: MacOS Monterey installation requires Misc -> Security -> SecureBootModel...
You need to add under kernel, force. You need to add the items yourself, or ask Shuhung send you his config.plist. Then you cut and paste onto your config.plist
One more thing, you have not amend the value suggested by Shuhung. I put his suggestion with your config.p;ist. You need to change the Cpuid1 Data. Also, the kernel patch you have not added yet.
I put your config.plist to have a sanity check, there are few things you need to amend.
