I can mount my EFI partition, but when I navigate to it, there are no files (thus I cannot find my config.plist). What could be causing that?
It seems this got fixed and started working. I went to "boot recovery" to enter the recovery utils, then i quit and selected my existing disk as the startup disk. After rebooting, my Mojave boot did not have the flashing on/off screen, but the resolution was changed to be much lower. At least...

Edited - tried again with your instructions but same results. Attached screenshot is as far as progress gets, then display stops (takes about 45 minutes).
Is there a way to check if I have those kexts from the CBM menus? Or another method to check those kexts?
Changed both graphics values and re-ran "Install OS" boot option from CBM.
Getting same error - kextd stall[0], (240s):'AppleACPICPU'
Will try a few variations such as adjusting each value separately.
BIOS settings. On startup, I get to the CBM screen by default every time (So I assume BIOS is correctly defaulting to that boot entry).
I notice there are a ton of boot options, I'm guessing a new one keeps getting created each time I try to run the installer.

In verbose mode on the installer, here's what I'm getting. After the initial chunk, the logging became very slow, and nothing at all has happened for the last 15 25 min or so...
