actually If you are using dGPU+IGPU (HD4000, HD2500) or IGPU only configuration, the Intel IGPU can hardware decode up to H.264 4K video
7 series chipset : you don't need to do port mapping, The total number of ports on each USB controller ECH1, ECH2, XHC are < 15
you may use USBInjectAll to enable all the USB ports (rename ECH1 to EH01, ECH2 to EH02, XHC rename is not needed)
HDMI 2.0 specification was released on September 2013, I will be very surprised if you say GT 710 have HDMI 2.0 port
NVIDIA GeForce GT 710 cards do not have HDMI 2.0 port and the graphic chip does not support 4K@60Hz resolution
if the VLC gets stuck, most likely it is audio problem, the app cannot find the audio device to playback the video, not the graphics card issue, check your audio settings

macOS do not use Nvidia bulitin hardware H.264 decoder, no way you can use it
macOS can use Intel IGPU or AMD dGPU for hardware H.264 video decoding
the solution is setup the IGPU in headless mode
