actually.... I think this can actually be closed. As it turns out, the drive was not fully wiped. Disk utility seems to get worse each and every iteration of macOS. It wouldn't wipe the drive nor delete the partitions.
I booted to windows and used diskpart to completely destroy everything on...
disk utility won't repair them because there are other APFS volumes mounted.
I've had it up to here with APFS ... is it normally this bad? I did notice that there is a recovery, main OS drive, and a Pre-Boot drive. Wondering if maybe the EFI partition wasn't working properly due to the APFS /...
I decided to try using my old clover usb boot disk to see if that would add the UEFI entries.
well... it added them.
it also crippled the system.
getting the "error loading kernel cache (0x7) error message
and it appears they removed the 'boot without kernel cache' option

another update, I did some research on that error.... and unhooked a USB header I had hooked up. had been getting the "usb devices disabled" popup for awhile but figured it was a glitch. so I unhooked it and booted. OS X came right up without a hitch.

Ok I can confirm it's the definition that was holding me back. I was using 11,2. Switched to 14,2 and kept same serial and smuuid. Booted right up.
