I have a ga-z170x-ud3 ultra board and I'm having problems with the usb. When I shutdown computer it stays off but my devices stay on or if I just move the mouse it turns back on. Any solutions on this.

If i can't get in then i would have to reinstall everything right. Also would it be better in i install high sierra instead of sierra cause when i had sierra my computer would shutdown and then reboot within a few seconds. Also my usb would be on also. What would be better to install.

Actually I didn't put the graphics card in but after I installed it, it worked just fine thanks for letting me know the problem.
