Hey! After reading your message I decided to give my Hack another chance. And eventually, I have fixed my problems with Chrome/Discord/WebGL lags.
What I did:
1. Turned SIP off just in case. - nothing changed. Not sure if this step is necessary.

Thanks for the info. I'm not sure what's wrong with my build but I still get glitches and strange visual artifacts in Chrome and Discord. It happens only when HW acceleration is enabled. Also, WebGL demos are not running correctly.

On the latest drivers, it either crashes on my system or I got very low FPS.

Finally, the latest 30.106 drivers solved almost all issues. But is there a fix for electron (chrome based) apps like discord (and probably atom and slack)?
This apps works very bad, have glitches and I even can't see UI on the discord. Instead of UI, I see garbled elements.
