Gotta give a little more info. I don't have this problem but I know how it feels to have no one offer suggestions so I will help if I can...but don't expect Rehabman or Toledo type help...LOL.
If you have KabyLake, yes, IMHO. UniBeast/MultiBeast makes it fairly simple and they have the High Sierra version so you don't have to upgrade from Sierra via the App Store, if you don't want to.
You can try downloading an older version of Clover and applying that. That's what I did but I was also doing a fresh install. I hated the white/grey/green gui.
You had a LOT of unneccessary fixes checked in your config.plist. I had the SAME ERROR on one of my installs and unchecking them ALL fixed it.

That's exactly what I was telling him to do. You can do it in Clover Configurator and you can do it at the Clover Boot Menu. I told him to do it at the menu.
Also try selecting the entire volume of the target drive to reformat in Diskutility. Change the format to MSDOS and attempt to format (even if it fails). Change back to Apple Format (GUID, HFS+ or AFPS) and reformat.

Had that error and found out that my Clover DSDT options were almost all checked. Uncheck them all and retry.

Go down and select the 3rd option from the left.
Go to PCI Devices>USB.
Make sure Inject and FixOwnership are checked. If not, check them.
