I found a solution that worked.
I had Lilu.kext v1.20 installed in my EFI partition, it needed to be updated to v1.21 or better in order to run 10.13.2+.
Installing that kext allowed me to finish the update to version 10.13.3

I had the same issue, then I just finally decided to try the USB that was created. I yanked it out of my other Mac, then just tried the boot up and it worked fine.

Yes that's an option, but we used to be able to format USB drives in disk utility. It's not a CustoMac issue, this is on my MacBook Pro Retina. I used that feature all the time with my business.
I guess I need to find a 3rd party solution of some kind.
Sorry, that does not work either. I have several disks I've used for various Linux installs and none of them can be erased or partitioned with El Capitan Disk Utility or the diskutil command line tool.
